Thank
you for writing to express your support for the "Biodiesel
Promotion and Quality Assurance Act of 2007." I appreciate
hearing from you and welcome the opportunity to respond.
On
June 13, 2007, Senator Richard Durbin (D-IL) introduced the
"Biodiesel Promotion and Quality Assurance Act" (S. 1616).
This bill would require the Administrator of the Environment
Protection Agency (EPA) to ensure that diesel fuel sold in the
United States
contains increasing volumes of
biodiesel specified for 2008 through 2012. S. 1616 has been referred
to the Senate Committee on Environment and Public Works, of which I am
not a member. I will keep your comments in mind, should this
legislation come before the full Senate for a vote.
Legislation
similar to S. 1616, the "Biofuels for Energy Security and
Transportation Act of 2007" (S. 987), sponsored by Senator Jeff
Bingaman (D-NM), was included in the "CLEAN Energy Act"
(H.R. 6), passed the Senate in June with my support. S. 987 requires
that the volume of renewable fuel in the U.S., including biodiesel,
increases every year from 8.5 billion gallons in 2008 to 36 billion
gallons in 2022. H.R. 6 also included a provision requiring the
Environmental Protection Agency,
in
consultation with the Secretary of Transportation and the Secretary of
Energy, to promulgate regulations to ensure that all diesel-equivalent
fuels derived from renewable biomass that are introduced into
interstate commerce are tested and certified to comply with
appropriate American Society for Testing and Materials standards.
